The following Regions are available to permit OS/OW vehicle operation:
Region 3, 4, 5, 6, 7, 8, and 10.
Current Regional limitations are as follows:
Region 1 is open to permitting with the exclusion of Route 23A in Green County.
Region 2 is open to permitting with the exclusion of the following which are closed to traffic:
- Route 309 in Fulton County,
- Route 67 over Caroga Creek in Montgomery County (BIN 1053810).
Region 9 will be issuing Special Hauling Permits on a limited basis. Routes I-81 and NY17 are open. I-88 traffic is being detoured between Exit's 9 and 10 via Routes 7 & 8 and is currently restricted to 10' wide. Loads in excess of the 10' may have to use Routes I-81 and US20 if other routing is not available. Route NY7 between Bainbridge and Sidney (I88 Exit's 8 & 9) is closed.

Moves on other State highways will be reviewed on a case-by-case basis.
Note: For those vehicles unable to use the NYS Thruway, US20 is now available for all OS/OW travel.
Additionally, since the NYS Thruway is open to traffic, routings involving the Thruway may be issued. It should be noted that several areas in Pennsylvania have also been severely impacted by this storm. Any applicant with a destination of Pennsylvania should contact the appropriate authorities within that State for potential travel restrictions.
